Russian Missile and Drone Attack Hits Kyiv After U.S. Envoys Depart
Russia launched a large missile and drone attack on Kyiv on September 8, shortly after U.S. envoys Steve Witkoff and Jared Kushner left the capital. At least three people were killed and 26 injured. Around 50 residential, commercial, and industrial sites were damaged, including a VARUS supermarket, Optima-Pharm pharmaceutical company warehouse, offices of IT companies Genesis and MacPaw, and the headquarters and warehouse of the telecommunications equipment distributor DEPS. Russian strikes also damaged businesses and transport infrastructure in other regions.

European Commission Approves €3.2B to Fund Patriot Interceptors for Ukraine
The European Commission approved Ukraine’s request to use about €3.2 billion from the Ukraine Support Loan to purchase Patriot interceptor missiles. The decision required an exemption because the program primarily funds weapons produced in Ukraine, the EU, or the European Economic Area. The broader loan provides up to €90 billion for Ukraine in 2026–2027, including roughly €60 billion for defense and €30 billion for budget support.

Ukraine Secures New Military Pledges at 36th Ramstein Meeting
Ukraine’s partners announced new military aid following the 36th Ramstein meeting, prioritizing air defense, drones, missiles, and artillery ammunition. Germany will provide Patriot and F-16 interceptors, while the U.K. pledged £100 million through the PURL mechanism and 95,000 additional drones. The Netherlands committed $300 million for drone programs, Norway $200 million for Patriot missiles, and Poland, Sweden, Lithuania, Spain, and Estonia announced further support.

Ukraine’s Trade Deficit Nears $40B as Export Disruptions Deepen
Ukraine’s goods trade deficit reached nearly $39.7 billion in January–August 2026, as imports rose 26% year over year to $66.3 billion while exports increased just 1% to $26.6 billion. In August alone, exports fell 19.4% from July to $2.5 billion. Russian attacks on Black Sea ports and logistics contributed to the decline, while grain exports dropped sharply and more shipments were rerouted through Danube ports.

Ukraine’s NABU and SAPO Target Call-Center Network Inside Prosecutor’s Office
Ukraine's anti-corruption agencies said they uncovered an alleged criminal organization led by a senior official in the Prosecutor General's Office, which they say took bribes to let scam call centers operate and laundered the proceeds through real estate, jewelry, and associates' accounts. Five suspects have been identified, including the deputy head of the office's international cooperation department, who has been detained and suspended. Prosecutor General Ruslan Kravchenko, whose office was searched, submitted his resignation on September 7 while rejecting the allegations.

Ukraine Showcases Shershen Modular Air-Defense System at MSPO
Ukraine presented components of its modular Shershen air defense system at the MSPO 2026 defense exhibition in Poland. The system includes a command post, target-tracking radar, and up to four launchers. It is designed to use Soviet-era R-60, R-73, and R-27 missiles, as well as Western AIM-9 and AIM-132 missiles. Developers also displayed a mock-up of the Ukrainian R-120 missile, which remains under development.

Ukraine Plans Underground Factories to Shield and Expand Defense Production
Ukraine’s Defense Ministry plans to expand protected underground infrastructure for defense manufacturers and broaden incentives under the Defence City regime. Proposed rules would allow private investors to finance and build hardened facilities for defense companies to own, lease, or use. Defence City currently has 51 resident companies with more than UAH 93 billion in qualifying revenue, benefiting from tax, customs, currency, and employee draft deferral incentives.
