Microsoft Commits to Ukraine's Digital Backbone with New Deal
Ukraine’s Ministry of Digital Transformation and Microsoft signed a memorandum to deepen cooperation on digital infrastructure and innovation. The partnership priorities include developing secure IT infrastructure, deploying cloud and hybrid solutions, improving digital skills, strengthening the AI ecosystem and AI integration, and introducing digital solutions in advanced technology areas. The parties plan regular working meetings, review technology use cases, and implement products based on Microsoft platforms to support resilience and digital services in Ukraine.

Ukraine Launches First University Robotics Lab
Ukraine’s Ministry of Digital Transformation and partners opened the pilot RoboLab robotics laboratory in Kyiv at the Kyiv National University of Construction and Architecture. The facility offers more than 30 workstations, mechatronics kits, two robotic arms, 3D printers and scanners, robotic platforms, VR tools for engineering simulation, and software for 3D design. It also includes AI infrastructure, including computer vision. The project aims to build a network of similar labs across Ukraine, with expansion planned for other regions.

Ukrainian LEO Satellite Network Enters Implementation Phase
Ukrainian company STETMAN completed the initial regulatory registration for its low-Earth-orbit satellite network, UASAT NANO, listed by the International Telecommunication Union and published in BR IFIC Space. The network is planned for an altitude of about 550 km. STETMAN intends to launch its first test satellite in October 2026 to validate technologies and constellation management. Deployment is planned for 2027, starting with 120 satellites. The project targets secure communications for state bodies and the military, with emphasis on resilience to electronic warfare.

Stockholm Delivers 21st Military Aid Package to Ukraine
Sweden announced its 21st military support package for Ukraine, valued at nearly SEK 12.9 billion. The package prioritizes newly produced air-defense equipment, long-range capabilities, and ammunition. It includes SEK 4.3 billion for a modular short-range air-defense system, SEK 3 billion for ammunition, training, and sustainment of previously donated materiel, and SEK 5.6 billion for long-range drone cooperation, unmanned surface vessel projects, innovation funding, and economic contributions, including USD 100 million to the PURL mechanism.

Ukraine's Defense Growth Fuels Joint Production Deals at Munich
At the Munich Security Conference, Ukraine’s Ministry of Defense said domestic defense manufacturers now cover more than half of the Armed Forces’ weapons needs. Adviser Hanna Hvozdiar reported that production capacity has grown 50-fold since 2022 to an estimated $50 billion. During the event, Ukrainian companies reached several agreements with European partners on joint production of reconnaissance drones, medium-range strike UAVs, multirotor drones, and ground unmanned systems. Ukraine also presented equipment at the ZBROYA exhibition in Munich.

Ramstein Locks In $38B for Ukraine in 2026
At a Ramstein-format meeting, partners confirmed a $38 billion support budget for Ukraine in 2026. More than $6 billion was detailed in specific packages, including over $2.5 billion for Ukrainian drones, more than $500 million for the PURL initiative, and $2 billion for air defense, alongside funding for artillery ammunition, training, and maritime capabilities. Defense Minister Mykhailo Fedorov said several European partners agreed to urgently supply Patriot missiles from existing stocks, with quantities to be finalized after national approvals.

IMF Drops Prior Conditions for Ukraine's $8.1B Loan
Prime Minister Yulia Svyrydenko said the IMF moved four pre-approval requirements for a new $8.1bn program - VAT for sole proprietors, duties on parcels, a tax for digital platforms, and a 5% military levy - into structural benchmarks to be passed after approval. Ukraine expects the IMF board to review the program in late February, allowing a possible $1.5bn first tranche. The measures are planned as a single bill in March, with VAT applying to turnover above ₴4m.
