Ukraine Hits Record $84B in Defense Spending, Ranks 7th Globally

Ukraine ranked seventh globally in military spending in 2025, surpassing Saudi Arabia, according to estimates by the Stockholm International Peace Research Institute. Its defense expenditures rose by 20% to $84.1 billion, the highest level in the country’s history, equal to 40% of GDP. Ukraine has led the world in military spending as a share of GDP for four consecutive years. Russia ranked third, with an estimated spending of $190 billion.

Zelenskyy Opens Ukraine's Arms Market with New 'Drone Deals' Export Framework

President Volodymyr Zelensky said Ukraine has finalized details for exporting domestically produced weapons, as production capacity for some arms exceeds domestic needs by up to 50%. Exports will proceed only after Ukraine’s defense forces receive the required supplies. The National Security and Defense Council will coordinate the process, while security agencies will identify countries excluded from exports for cooperating with Russia. Ukraine also plans to enter into “Drone Deal” partnerships with foreign governments.

Pentagon Unlocks Frozen $400M Package After Congressional Pressure

U.S. Defense Secretary Pete Hegseth said the Pentagon has released $400 million in military aid for Ukraine for contracting. The funds, approved by Congress as part of the 2026 defense budget, are part of the Ukraine Security Assistance Initiative, which finances U.S.-made priority weapons for Ukraine’s defense forces. Hegseth said delivery timelines will depend on Ukraine’s purchases and guidance from the U.S. European Command. Congress had previously criticized delays in contracting the funds.

Ukraine and EU Eye Sanctions Over Russian Vessel with Stolen Grain at Israeli Port

Ukraine and the EU are considering sanctions linked to shipments of Ukrainian grain allegedly taken from Russian-occupied territories. Investigators reported that the vessel Panormitis arrived at Israel’s Haifa port with wheat and barley, possibly loaded in Kerch and Berdyansk. Ukraine summoned Israel’s ambassador and issued a protest note. Israel said the allegations require official evidence. President Volodymyr Zelensky said Kyiv is preparing sanctions against those involved in transporting and selling such grain.

Ukraine to Receive First €6B EU Defense Tranche by June, Primarily for Drones

Ukraine is expected to receive the first €6 billion tranche of the EU’s military component of the loan by June, pending procedural steps. Kyiv must open a special account at Germany’s Deutsche Bundesbank and provide the EU with access to monitor spending. The funds may be used for arms contracts from January onward, with the first tranche planned for Ukrainian-made drones. Later payments could cover ammunition, drones, air defense systems, and Patriot PAC-3 missiles.

Ukraine's 2026 Growth Forecast Lowers to 1.6% on Iran War and CBAM Pressure

Fitch Ratings lowered its 2026 GDP growth forecast for Ukraine from 2.4% to 1.6%, citing the effects of the conflict in Iran and challenges for Ukraine’s metallurgy sector linked to the EU’s Carbon Border Adjustment Mechanism. The agency confirmed Ukraine’s foreign-currency issuer default rating at “CCC.” Fitch expects growth to rise to 2.7% in 2027, but said the outlook remains highly uncertain and dependent on the course of the war.

U.S. Pledges $100M to Restore Chornobyl Shelter Damaged by Russian Drone

The United States will provide $100 million to support repairs at the Chornobyl nuclear power plant’s protective shelter, Ukrainian Energy Minister Denys Shmyhal said. The structure was damaged by a Russian attack drone, creating the need for stabilization and restoration work. The issue was discussed during the International Chornobyl Conference. According to Shmyhal, full restoration of the confinement structure is estimated at around €500 million.
