Russia’s alleged sabotage plan in Romania began with a camera, not an explosive.
Romania's intelligence service says it disrupted a Russian-coordinated sabotage operation and the Romanian government detained a Russian citizen living in the country.
Authorities say the suspect was observed from February 2026 photographing and filming communications centers, Romanian military facilities used by NATO allies, critical infrastructure, and Ukrainian Antonov cargo aircraft while they were in Romania.
The suspect was reportedly tasked by an intermediary over messaging services. SRI says Russia continues to use people from vulnerable categories for such activities.
The reported activity shows how security teams and their partners can identify reconnaissance, hostile activity indicators, and activity in the seams before it becomes an attack.
For organizations responsible for sensitive and defense industrial base sites, anomalous observation should be treated as an intelligence indicator.
Video retention: Reconnaissance can take place weeks or months before an incident becomes apparent. Make retention about a process, not simply more storage. If footage is overwritten too quickly, the opportunity to identify repeat visits, vehicles, routes and preparatory activity disappears with it.
Training: Staff need regular training on what to notice and how to report it. The focus should be on unusual or sustained observation, unexplained photography of security features, attempts to elicit operational information and repeated interest in restricted areas.
Anomalous observation is an intelligence indicator. Log and analyze it.
