Ukraine and Estonia Select AI/GovTech Hackathon Winners in Kyiv
Ukrainian and Estonian IT specialists formed 17 mixed teams during a three-day AI/GovTech Hackathon in Kyiv, developing prototypes for five government challenges: registry analytics, child rights monitoring, cross-border business support, procurement documentation, and government software security. The first-place team, Strimco, received €7,500 for an AI tool for Prozorro that analyzes tender documentation and identifies errors or risky requirements before procurement begins; Red Swat also received €7,500 for a system that detects and fixes vulnerabilities in government software code. A special jury prize was shared by Estonia’s ADM and Ukraine’s Trimbita for complementary approaches to proactive child rights monitoring. The teams will continue testing and integrating the solutions into public services in Ukraine and Estonia under the countries’ AI cooperation agreement.

MITS Capital Invests in Danish-Ukrainian Defense AI Developer Dropla Tech
U.S.-Ukrainian investment group MITS Capital invested an undisclosed amount in Dropla Tech, a Danish-Ukrainian defense technology company developing edge AI systems for detecting explosive threats and unmanned ground vehicles that respond to them. The deal makes Dropla Tech the first publicly announced participant in MITS Capital’s third accelerator cohort, giving the company access to NATO market-entry support and a partner network of 20 defense companies as of July 2026. Dropla Tech’s flagship Blue Eyes Warbox system is codified in the NATO Stock System and is currently used by units of the Ukrainian Defense Forces and several Ukrainian security services. The company previously raised €2.4 million in August 2025 and is targeting a production capacity of 3,000 unmanned ground vehicles per year under the Build with Ukraine program.

Ukraine Selects AI Models for Handwritten Text Recognition in Public Services
Ukraine completed the national Handwritten to Data challenge in Kyiv, selecting AI solutions for recognizing Ukrainian handwritten text, with planned integration into public services, including the ePermit system. The challenge drew more than 870 participants, with 198 teams submitting over 6,800 AI model versions on Kaggle, with weights assigned to recognition accuracy (70%) and architecture and scalability (30%). The winning Dantists team developed a two-network system that recognizes text and corrects common errors, while other finalists focused on high-accuracy LLM editing and lower-cost deployment using a compact model fine-tuned for Ukrainian handwriting. The competition was built on RUKOPYS, Ukraine’s first open, annotated handwritten text dataset.

Ukraine to Become First Country to Localize UNICEF’s EdTech for Good Framework 2.0
Ukraine will become the first country to adopt UNICEF’s EdTech for Good Framework 2.0 to its national education system, following the framework’s presentation at the AI for Good forum in Geneva. The localization will be coordinated by the WINWIN EdTech Center of Excellence, in collaboration with Ukraine’s Ministry of Education and Science, UNICEF, EdTech companies, educators, and independent experts. The framework is designed to assess whether digital and AI education tools are safe, transparent, pedagogically effective, accessible, and aligned with the needs of students and teachers. The process will include open consultations and is expected to result in a Ukrainian version of the framework for safe use of digital technologies and AI in education.

Diia.Education Launches AI Career Studio for Job Seekers
Ukraine’s Ministry of Digital Transformation launched Career Studio, a free AI-powered employment service on Diia.Education. The one-stop-shop platform offers three AI tools: an interview simulator based on a target job description, a Ukrainian- and English-language CV builder, and a cover letter generator tailored to specific employers. The service is designed to help users move from learning to employment by improving job readiness, self-presentation, and application quality.

Ukraine Lawmakers Propose Criminal Liability for AI-Enabled Fraud
Ukrainian members of parliament from the Servant of the People faction proposed amendments to Article 190 of the Criminal Code that would create a separate legal qualification for large-scale fraud committed through information and communication systems or artificial intelligence systems. The draft defines AI systems as software or hardware-software technologies capable of generating content, forecasts, recommendations, or decisions with features of human intellectual activity, including deepfake tools that modify faces, voices, or text data. If adopted, the Cabinet of Ministers would have one month to align regulations and establish a mechanism to engage cybersecurity experts to verify AI-generated content in criminal proceedings.
