Zelenskyy Urges International AI Weapons Control Framework at United Nations
President Volodymyr Zelenskyy addressed the UN General Assembly on September 24, calling for global rules governing the use of artificial intelligence in weapons systems with the same urgency as nuclear non-proliferation efforts. Zelenskyy warned that autonomous drone-on-drone combat and infrastructure attacks without human intervention will emerge soon, emphasizing the world is experiencing "the most destructive arms race in human history" now amplified by AI. He emphasized the need to restore international cooperation and establish rules for AI applications in weapons systems within the next few years, before regulatory action becomes too late.

Diia.AI Operates on Google Gemini 2.0 Flash Through Official Partnership
The Ministry of Digital Transformation and Google announced a partnership to deploy Gemini 2.0 Flash on the Vertex AI cloud platform, powering Diia.AI, the world's first national AI assistant that provides over 200 government services. First Deputy Prime Minister Mykhailo Fedorov stated that Google's support enables Ukraine's transition to an "agentive state" that proactively delivers services before citizens request them. The AI tools will extend to Mriya and Diia. Education platforms, with user data remaining in Diia's secure perimeter without reaching the Gemini model.

The Ministry of Digital Transformation initiated collaboration with voice AI leader ElevenLabs to integrate voice interfaces across Ukrainian government services, announced at IT Arena. The partnership includes voice-enabled AI assistants on the Diia portal and mobile app for service requests, as well as voice functionality in state educational platforms and internal ministry tools, including HR onboarding systems. Corvus Intelligence Launches WARG Military Simulation System Using LLMs
Corvus Intelligence presented WARG at IT Arena 2025, an AI-powered military wargaming simulator that utilizes large language models to generate dynamic combat scenarios and support decision-making in multi-domain operations. The system addresses traditional wargaming limitations, including expert dependency and static scenarios, by automating scenario generation while reserving experts for validation, and incorporates real-time information from social media and documents, including Telegram channels. Kyivstar Deploys AI Platform in Cloud Infrastructure for Domestic Model Hosting
Mobile operator Kyivstar has integrated artificial intelligence capabilities into the Kyivstar Cloud platform, enabling Ukrainian businesses to deploy proprietary generative AI models without relying on foreign providers. The IaaS platform now supports real-time big data analysis using machine learning, business process automation, custom generative AI model deployment, and ready-made tools, including chatbots and content generators, available to all clients. Kyivstar has recently acquired 80% of cloud provider GigaCloud, which Forbes Ukraine's analytical division values at approximately $10 million.
